Pentagon warns Moscow as Russian fighter jet flies within 10 FEET of U.S. Navy surveillance plane (PHOTOS)

A Russian fighter jet has flown within 10 feet of a U.S. Navy plane over the Black Sea.

The jet made what Pentagon officials called an 'unsafe intercept' of an American surveillance aircraft.
Navy Capt. Jeff Davis, a Pentagon spokesman, says the Russian SU-27 Flanker fighter made the maneuver on Wednesday.
It was near a U.S. Navy P-8A Poseidon aircraft that was conducting routine operations in international airspace.
U.S. Navy aircraft and ships routinely interact with Russian units in the area and most interactions are safe and professional,' Davis said, according to ABC News.
'However, we have deep concerns when there is an unsafe maneuver.

'These actions have the potential to unnecessarily escalate tensions between countries, and could result in a miscalculation or accident, which results in serious injury or death.'
The Russian jet conducted four intercepts of the Poseidon, and the one that was considered unsafe lasted about                                                                                                         19 minutes.

Russian jets have occasionally flown close to other U.S. aircraft and Navy ships in the region.

In another dramatic incident earlier this year, Russian jets buzzed over the USS Donald Cook in the Baltic Sea, coming within 30 feet of the warship.
The P-8A Poseidon is almost 40 meters long and 13 meters high.

According to Naval Air Systems Command, it was designed to: 'meet the Navy’s needs of developing and fielding a maritime aircraft equipped with significant growth potential, including an extended global reach, greater payload capacity, higher operating altitude, and the open systems architecture.'

The Russian SU-27 fighter is a combat aircraft comparable but considered superior to the U.S. F-15 jet.

Hausa, Fulani in bloody clash in Lagos

There was chaos on Wednesday at the Lagos State Abattoir, Agege, as Hausa and Fulani traders clashed. No fewer than three persons were killed, while more than 20 people reportedly sustained varying degrees of injury and were rushed to different hospitals in the area.
According to our eye witness, six vehicles that were vandalised and some cattle that were also reportedly killed by the warring groups. Our correspondent observed patrol vehicles from the Elere, Abattoir, Alakuko police divisions, while some military officers and men of the Rapid Response Squad were deployed in the area to maintain peace and order.
Our correspondent gathered that the two groups started having issues after the Nigeria Railway Corporation demolished some shanties and shops erected around the railway line.
The structures were reportedly owned by the Hausa, who were majorly scrap collectors.
They were said to have accused the Fulani, who were cattle dealers of being responsible for their ordeal, adding that the Fulani encouraged the government to demolish the structures to facilitate easy rail transport of their cows from the north to the abattoir.A trader, Jimoh Umoru, said crisis erupted after a Hausa woman was assaulted by a Fulani man, who had bought food from her and refused to pay.He said, “The Hausa are majorly scrap collectors, and they ply their trade around the railway line where they also built their shanties.
“On Saturday, the government demolished their shanties and shops and many of them were displaced and lost their means of livelihood. They felt that their Fulani brothers, who deal in cattle, were behind what happened to them.
“The matter came to a head on Tuesday after a Fulani man bought food from a Hausa woman, and refused to pay. There was argument between them and the man assaulted the girl. That was how the two tribes started fighting each other.
“Around 1am on Wednesday, some of the Fulani youths invaded the apartments of the Hausa and killed some of them.
“By 5am, the Hausa launched a reprisal and injured many of the Fulani and destroyed their property. The Hausa suffered higher casualties.”
Our correspondent was told that some of the victims were taken to the New Merit Hospitals in the Oko-Oba area of Agege.A trader, who did not identify himself, blamed the cattle dealers for the mayhem, saying they were intolerant of other traders.
“The Fulani in the market are not tolerant. Any little disagreement, they would start threatening mayhem. The government should be proactive because the Hausa have vowed to avenge their slain brothers. The battle is always at night when people have gone to bed. We are not safe,” he added.
“We lost three of our people. We won’t say more than that. At the right time, we will call the press,” one of them, who did not identify himself, said. The spokesperson for the Miyetti Allah Cattle Breeders Association of Nigeria, Lagos State branch, Salisu Jikantoro, said 20 Fulani men were injured, adding that vehicles belonging to the Seriki Fulani were vandalised.Jikantoro explained that the grouse of the Hausa people was that the Seriki Fulani refused to fight for them when their structures were demolished.
He said, “Last week, the NRC demolished structures where the scrap dealers do their business. The scrap dealers came to complain to the Seriki Fulani and he told them to comply with the government’s directive. He said after the demolition, the little space left should be managed. They left disappointed because they were expecting him to order them to start fighting.
“Today (Wednesday), around 2am, they attacked the cattle dealers to protest against what the government did to them. They entered into the market, burgled some of our shops and beat up people who were sleeping. We didn’t lose anybody, but 20 of our traders were seriously injured.“Six vehicles, one belonging to the chairman of the cattle dealers, and five others belonging to the Seriki Fulani, were vandalised. Seven of our cattle died as a result of this clash and we have decided that we are not selling cattle today to protest against this havoc.”
Jikantoro said his group gathered that the Hausa were planning to attack them and had started recruiting gangs from the Mile 12 and Ojota areas of Lagos State.
The Galadima Yamma of the Abattoir Market, Alhaji Umar Adam, said he met the police presence by the time he arrived at the market.
“There was a misunderstanding between some Fulani men and the scrap dealers and truck pushers operating in the railway line.
“The issue was not properly handled and it escalated. But with the intervention of the police, calm has been restored.
“The major cause of all this was the demolition carried out on the railway line,” he added.
When we visited the New Merit Hospitals where some of the victims were reportedly taken to, he was told that two people were brought into the hospital.
The medical director was said to be unavailable, but a nurse, who spoke on condition of anonymity, said, “The two people had cuts in their head and hand.”
The Police Public Relations Officer, SP Dolapo Badmos, said one person died in the incident.
She said, “At about 1am today, we received a distress call that there was a serious fight between the Hausa and the Fulani communities in the Abattoir.
“The report indicated that the crisis started after a young Hausa woman was beaten by a Fulani man.
“It degenerated into serious fight and subsequent destruction of property.
“The command’s operatives from Area G, RRS and Abattoir division were moved in to quell the crisis and normalcy has been returned to the area.”
She said the state Commissioner of Police, Fatai Owoseni, had ordered a peace parley between the two groups, adding that the police arrested four suspects.

Daily Post reports that the envoy also sent a message to militants in the Niger Delta region to embrace dialogue as a way of achieving lasting solution to the problem in the region.

Young also noted that successive government made effort to better the lives of people in the region and called on all stakeholders to work towards achieving this.

He said the “US government was ready to partner with Nigeria and Bayelsa state in the area of funding development and economic prosperity, through a variety of programmes, including agriculture, health, education and maritime security, without losing focus on transparency and fiscal responsibility.”

He said: “The US government feels very strongly that all stakeholders should be engaged in dialogue, as part of the process to arrive at equitable and fair solution for all involved.

“We believe that a bit of challenge for Nigeria, is to transform the region of oil wells (the Niger Delta) into improvement in the life of the average Deltan. And, that is something we feel very strongly about.

“We encourage Nigerians to work for common goals as against violence and criminal activities. We encourage Nigeria to establish conditions and mechanisms for lasting change over time and provide economic opportunities and services for Deltans… US provides assistance to the region, through maritime security training, aviation security, treatment and prevention of HIV/AIDS, good governance planning, agric system and a number of other activities. “These are issues that working together sincerely and following a clear roadmap, we think can be resolved in such a way that communities will be prosperous; Government, agencies and businesses within our region will benefit from the overall climate of stability and security that will be generated when there is a consensus building effort. That is where we stand and I believe that has been the position of the US Mission.”

FG Dismisses Claims It Wants To Import Genetically Modified Rice- Agriculture

The Federal Government of Nigeria has described reports on social media linking it and Dangote group with a plan to ‘flood’ the country with genetically modified rice (GMO) as extremely uncharitable.

In a statement on Monday, by the spokesman for President Muhammadu Buhari, Mr Femi Adesina, the government warned purveyors of such malicious information and those thinking of embarking on the same route to have a rethink and retrace their steps.
Explaining government’s involvement in boosting production of rice in Nigeria, the Federal Government said it signed a $1 billion Memorandum of Understanding, (MoU) for investment in integrated rice project with Dangote Industries Ltd.
“Further to this agreement, Dangote Industries Limited this year cultivated over 8,000 hectares in Hadejia, Jigawa state, creating over 10,000 direct and indirect jobs for farmers who are the major beneficiaries of the scheme.

“In consolidation of the rice project of the Federal Government, President Muhammadu Buhari administration is also in partnership with the African Development Bank (AfDB) and other reputable companies to tap into the vast potentials in the private sector and broadening the economic base of the country.
“The gains of the diversification drive especially in the Agriculture sector are already yielding dividends, as shown by the recent statistics in the sector as published by the National Bureau of Statistics,” the statement read.
According to the Federal Government, these engagements would continue until the present administration has laid a solid foundation for the economic development of the nation.
It further described the reports about plans to import genetically modified rice as ridiculous, insisting that it was wholly devoted to the generation of employment for Nigerians especially through Agriculture.
“It is unfortunate that while the Buhari administration is working assiduously with well-meaning Nigerians to bring the country out of the current economic situation it has found itself, a few self-serving individuals are bent on distracting the administration from the avowed focus to reflate the fortunes of the country through the diversification of the economy which, very soon, Nigerians will begin to see and experience the results,” the spokesman for President Buhari wrote.
Mr Adesina pointed out that President Buhari has said repeatedly that, “we have the capacity to feed ourselves in Nigeria and even export from what we produce in the country”.

President Buhari has also said that through the provision of 200 billion Naira by the CBN for small-holder farmers and processors involved in local production of rice and other grains, rice importation will hopefully stop in the next three years.

Imo, Kebbi To Collaborate In Agricultural And Educational Development

The Imo State government says it is in partnership agreement with Kebbi State government in agricultural and educational development.
The State Governor, Mr Rochas Okorocha, announced the plans at an executive meeting on Wednesday held at the Government House in Owerri, the capital of Imo state in south-east Nigeria.
He said that the state government was going into the partnership to tackle the current economic situation in Nigeria which had giving room for states to look inward.Governor Okorocha said that the partnership programme would majorly be in rice production while the educational development will be in the area of Teachers training.
    The Way To Go
He also told the gathering that his administration was more determined than ever to deploy all machineries to ensure that the partnership would be sustained for the benefit of Imo people, expressing hopes that Imo state would become an agrarian state which would sustain and generate more Internally Generated Revenue for the state.
Responding to comments of the delegates of Kebbi State the Governor said: “Now that you have heard from the horse’s mouth, this will now corroborate my back to agriculture policy for civil servants.
“Agriculture is still the way to go in this period of economic recession. The government will do all it can to invest in this partnership not for we the officials but for the benefits of all Imo citizens”.
The Governor also disclosed that the partnership would not only be in agriculture but also education.
Highlighting that Imo State is known for educational development and that the state has well qualified teachers, he said the state government would partner with Kebbi State government in training thousands of their teachers.
Apart from the presence of the executive members of the Imo State government, in attendance at the meeting was also the leadership of the Nigerian Labour Congress led by Comrade Austin Chilakpu. They all met with the Kebbi State government’s delegates led by Mr Saidu Argungu.
Kebbi State has been a success story in agriculture, especially rice production and Imo State is looking to adopt the Kebbi State template to join the list of states producing rice in large quantity in Nigeria.
Mr Argungu had earlier told the gathering that he had inspected most of the communities across Imo state where rice production could be more viable.
He said: “Imo state has all it takes to be one of the state in Africa that will become the largest producer of rice if the state government can invest in it and take farming and agriculture more seriously as the benefits and proceeds cannot be overemphasised”.
“The agricultural potential, especially in rice production, I see in Imo State since the last two days that I have been touring most of the communities is enormous.
“It is even more than the oil you have. If the government pays more attention to this rice farming, at the end of one year, Imo may be the largest exporter of rice in West Africa because Imo has water and favourable soil that is not present in other states” Mallam Argungu said.

Greece flash floods leave at least three dead- Global

Three people have been found dead and a woman is missing after torrential rain caused flash flooding in Greece.
The worst casualties were in and around the south-western city of Kalamata, where a disabled woman aged 63 and a man of 80 died in their basement homes. A 90 year-old was also found dead.
Another woman was missing after abandoning her car in floods in northern Greece.
The floods destroyed homes and businesses and swept cars out to sea.
Emergency services rescued a Romanian woman and her two children at Igoumenitsa on the north-west coast.

The flooding hit towns and cities from Thessaloniki in the north-east to Sparta in the south.
Pictures shared on social media showed vehicles stacked on top of each other in narrow streets in Kalamata, the second most populous city in the southern Peloponnese region.
Kalamata Mayor Panagiotis Nikas told Reuters news agency that he had "never seen anything like it".
"About 140mm of rain fell in an hour this morning. Can you imagine that?" he said.
The flooding was so severe that cars were washed out to sea on the outskirts of the northern Greek city of Thessaloniki.
South of the city, at Mihaniona, rescue workers were searching for a woman in her fifties whose car was found abandoned after her husband said she had become trapped by rising waters.
In October 2015 flash flooding in Athens swept away cars and motorbikes and caused a building to collapse.
